It seems that The Former Spanish Governor-General of the Philippines is not in the list as he also is a state leader representing Spain's Monarch, Echagüe (1815-1915)died aged 100 years, 283 days; he was Philippines' Governor-General from 1862-1865, kindly add him also. On Removing Banda and Muhammad Hussein from the main list
It's acceptable because in the list of oldest living state leaders they should be in the uncertain DOB.

I also propose that he would be moved to the addendum for the reason that his date of birth and death could be uncertain, because infact there were no reported articles about his claimed death on 2 February 2012 and most curious of all why was he not included on the List of centenarians (politicians and civil servants) if he really is a centenarian.
