It's acceptable because in the list of oldest living state leaders they should be in the uncertain DOB.

It seems that The Former Spanish Governor-General of the Philippines is not in the list as he also is a state leader representing Spain's Monarch, Echagüe (1815-1915)died aged 100 years, 283 days; he was Philippines' Governor-General from 1862-1865, kindly add him also. The Fact that The Governor-General of the Philippines was a Head of state, he actually qualifies the list.
